The Ottoman Empire tanzimat is one of the most important occurrences which took place in the Ottoman Empire. The term tanzimat generally refers to the vast reformation which took place in the Ottoman Empire in the late nineteenth century. It was a period of reformation which began in 1839 and lasted till 1976 or the end of the First Constitutional Era.
The idea of the Ottoman Empire Tanzimat originated in the minds of reformist sultans such as Abdelcemid and Abdulaziz, both sons of the legendary Mahmud. These reforms were basically brought about with a view of reforming or modernizing the Ottoman Empire. These rulers realized that the old religious laws were no longer effective to meet the needs of the people in the rapidly modernizing world and thus the Tanzimat was introduced.
Hatt-i Serif of Gülhane or Noble Edict Of the Rose Chamber
This was one of the most famous reforms of the Ottoman Empire Tanzimat and was also the first law of the Tanzimat. Several reforms were promised to the people of the Empire such as abolition of tax on farming, greater tolerance towards other religions etc.
Under this law, no one was permitted to assail anyone else's honor, total security was promised to all the subjects of the Ottoman Empire by the rulers in accordance to the sacred laws of the law, public trials were promised and until any formal sentence was announced no one was permitted to kill anyone etc.
Hatt-i Hümayun or the Imperial Edict
This was more of a promise by the Sultan to those he ruled over, than a law. The Sultan promised to take responsibility for both the Provincial and Communal Councils - the fairness of the judiciary process and of course the verdicts. The sultan promised that in matters regarding the State, spiritual leaders of each congregation and an official would participate in Negotiations. These people would of course, be appointed by the government.
This set of laws was also big on education; irrespective of religion, all subjects would be received in Military as well as Civil schools and every community had a right to establish schools of science, art etc. There were many more laws under this set of reforms and it was basically an amalgamation of the previous reforms.
The Ottoman Empire tanzimat is regarded by many as a sham and an effort on the part of the Sultans to appease the Europeans, who were mounting pressure - however it did benefit the common people.
